The Town of Marion Board of Aldermen met on Tuesday, February 20th, 2024, 6:00 PM, @ the Marion Fire Station for their Regular Business Meeting. Members present were: Mayor Danny A. Smith, Aldermen Mark Andrews, Bubba Hoggatt & Channing Washington. Also, Police Chief Montral Ferguson, Assistant Clerk Cheryl Geoghagan & Public Works Director Jimmy Caldwell were present. Absent: Alderwoman Rhonda Davis. Mayor Smith called the meeting to order and Alderman Channing Washington gave the invocation and Alderman Bubba Hoggatt led the pledge of allegiance, Mayor Smith welcomed Robert Ray Taylor with the Union General Hospital Foundation.

Chief Ferguson reported on repairs for one of the units. Our annual LGAP Grant will be used to help fund a new police unit.
Jimmy Caldwell reported this is a rating year for the fire department.

Mayor Smith has already started promoting the Mayhaw Festival scheduled for May 11th, 2024 at the Marion Community Center.
Mayor Smith announced we will be entering the District V, Category B, Cleanest City Contest.
Town of Marion and the LA. Dept of Health co-sponsored a vaccination clinic on Thursday, February 1st, 2024 @ the Marion Fire Station. Mayor Smith is planning on us having an annual vaccination clinic for our residents.

Mayor Smith reported that the DOTD grass cutting/litter pickup contract would be amended to pay local municipalities for five cuts a year instead of four. Alderman Redd suggested that the town conduct a cost study to determine how much it’s costing the Town to keep the state highways cut and clean. Major Smith stated that he is committed to keep our town clean and attractive.
Alderman Redd presented a copy of a policy from another city that could be used as a tool to create a policy governing ordinance 03-2010 – Junk, Abandoned vehicles and Excessive grass.
Mayor Smith reported that cleanup has started at the Marion Community Center. Major Smith clarified the Community Center was a separate organization and not a part of the Town of Marion Governing Body. He explained the Community Center consisted of five Board Members and then named each of them.
Mayor Smith reported the expected opening date for Family Dollar/Dollar Tree is Thursday, October 19, 2023 and encouraged everyone to attend.
Mayor Smith announced Marion Veteran’s Day Celebration will be held on Friday, November 10, 2023 at First Baptist Church Family Life Center. Chief Montral Ferguson will be the speaker for the event.
Mayor Smith announced that the 4th Annual Marion Christmas Timber Festival and Christmas Parade will be Saturday, December 2, 2023 at the Marion Community Center. Mayor Smith encouraged everyone to support and participate in the festivities. Alderwoman Rhonda Davis stated that the festival planning committee is trying to organize different wood cutting competitions and other fun activities for the festival.
Mayor Smith discussed the issue with light outages and advised that the problem is being addressed.
Water Superintendent Jimmy Caldwell discussed a growing concern with damaged or missing street signs and post, throughout the town.
Chief Ferguson advised the police department has implemented the new traffic ticket software Quick PD. He expressed the need to hire an attorney to handle court matters due to the increased volume of tickets being issued, needed repairs to the police department fleet and the purchase of two refurbished radios.
Jimmy Caldwell reported the Fire Department is in need of new gear. Mayor Smith stated that he will seek a grant to get new gear for the Fire Department. Garbage and Water/Sewer departments are operating sufficiently.

Mr. Jeffery Maxwell, Jr, Certified Public Accountant presented The Town of Marion 2022 Financial Report. Mr. Maxwell reported an unmodified opinion of the Town’s Financial. The Town only received one finding, 2022-01 Segregation of Duties which has been a repeat finding for years due to the small number of administrative personnel. Mr. Maxwell commended the Town of doing a good job with managing and being a good Steward of the Town’s assets.

Mayor Smith gave an update on the LCDBG Street Improvement Grant, Sewer Treatment Grant, Love Louisiana Outdoor Grant and the Marion Triad/Council on Aging Project.
Alderman Redd reported that he needed to get more information regarding ordinance 03-2010 – Junk, Abandoned vehicles and Excessive grass. Mayor Smith has obtained related information from the Village of Choudrant website.
Mayor Smith reported the expected opening date for Family Dollar/Dollar Tree is Thursday, October 19, 2023.
Mayor Smith presented the semi-annual Skyway Tower Easement Conversion Program to the council. On motion by Alderwoman Rhonda Davis, second by Alderman Eric Redd to decline the offer. Motion carried.
Mayor Smith reported plans to update Town Hall Computers. The Town will receive one computer from LMA and get quotes to purchase 2 more.
Mayor Smith advised the council of services that will be provided through the AYUDA Grant.
Chief Ferguson advised the police department is moving forward with the New Quick PD program.
Jimmy Caldwell reported the Fire, Garbage and Water/Sewer departments are operating sufficiently.

Mayor Smith gave an update on the LCDBG Street Improvement Grant and the Marion Triad/Council on Aging Project.
On motion by Alderman Hoggatt, second by Alderman Redd to award the Marion Love Louisiana Outdoors Grant project to BGW Construction, LLC in the amount of their low bid subject to contractor clearance by the Louisiana Office of Community Development and authorize the Mayor to sign documents associated with the project. Motion carried unanimously.
Mayor Smith reported on the following projects; Marion Council on Aging Triad Remodeling, Act 170 Grant, Street Improvement Grant, DRA Grant, Marion Back to School Giveaway, Marion Computer Lab, Ward 2 Recreation District, and Blight, Junk, Excessive Grass, Debris Project.
Street Light Outage was taken by Assistant Clerk Geoghagan.
Mayor Smith and Public Works Director, Jimmy Caldwell gave a report on the Region 2 Water Initiative Grant. The town plans to apply for drainage and sewer lift station improvements on Allen Street and Alice Street.
Mayor Smith advised the Family Dollar/Dollar Tree should be opening in October 2023.
Mayor Smith advised the Dollar General is set to provide produce around the end of August or first part of September.
Mayor Smith updated everyone on the Marion/Concord Water System merger.
On Friday at 8:30 there will be a Woodmen of the World American Flag Ceremony at the Veteran’s Flag Park.
Mayor Smith advised the town received Johnnie Baker’s letter of retirement. The town is currently accepting applications until 4:30 Friday, August 18th.
Mayor Smith advised the Marion Triad Chapter has been re-activated.
Chief Ferguson advised the police department has received a work station that will support the new Quick PD program.

Alderwoman Davis reported the Back-to-School Supplies Event will be Saturday, August 5, 2023 at the Marion Fire Station from 10:00AM to 12:00 Noon. Any donations for the event will go to the Marion Community Center and checks should be made payable to the Marion Community Center.
Mayor Smith updated everyone on the Marion/Concord Water System merger.
Chief Ferguson shared with the council that the Police Department received a $2,500.00 matching grant for the purchase of car radars.
Chief Ferguson advised the Town recently purchased a police unit from the City of Carencro. Purchase was previously approved by the Council.
Water Superintendent Caldwell advised pump tests will be conducted this year.

Mayor Smith advised he had secured a $15,000.00 grant from the state. These funds were used to install security cameras and monitors.

Chief Ferguson presented a proposal to purchase a police unit from the City of Carencro. Motion by Alderwoman Davis & second by Alderman Andrews to purchase the unit for $8000.
On motion by Alderwoman Davis, second by Alderman Washington to increase the salary of Chief Ferguson by $4,000 annually effective July 1, 2023. Motion carried
Bob Myers of Riley Company provided information on the FY2022/2023 LCDBG Sewer Project.
On motion by Alderman Andrews, second by Alderwoman Davis to award the project to Skylan Construction in the amount of their low bid subject to contractor clearance and approval of Non-Competitive Procurement by the Louisiana Office of Community Development and authorize the Mayor to sign documents associated with the project. Motion passed unanimously.
On motion by Alderwoman Davis, second by Alderman Washington to adopt Resolution 2023-05 allowing the Town to apply for the 2023 DRA grant award and appointing Mayor Danny A. Smith to perform certain duties and administration of said award for the Town of Marion. A roll call vote was taken with the following result:

Superintendent Caldwell advised the council that the Town recently had a Sanitary Survey. The survey was very positive. The town will be making improvements on some drainage screens.

Mayor Smith advised they are expecting around 35 vendors for the May 13, 2023 Mayhaw Festival. The banquet will be May 25th at 6:30PM.
A committee was formed to review and update ordinances on junk vehicles, debris, high grass, etc. The updated ordinances will be reviewed b the town attorney and then presented back to the council for their consideration on adopting the ordinances. Members of the committee are Chief Montral Ferguson (chair), Erik Redd, Channing Washington, and Mayor Smith.
On motion by Alderman Hoggatt, second by Alderman Washington to adopt a curfew for the annual Mayhaw Festival as follows: music stops by 11:30 PM, and premises cleared by 12:00 Midnight. Motion carried.
The town sanitation department will only pick up Town of Marion garbage cans. No exception will be made.
Superintendent Caldwell advised that the Thomas Street lift station had a lightening strike. He is working with an electrician to make repairs.

The town has been approved for a $25,000 Community Water Enrichment Fund Grant FY 2021-2022. The grant will be used to replace old chlorination equipment at several water sites.
Marion Mayhaw pageant will be May 6th @ the Marion gym at 6:30PM. The festival is May13th, and the banquet will be May 25th. Bruce Hampton will be sponsoring the banquet.
Mayor Smith advised the town was not funded for the KLB Recycling Startup Grant. Mayor Smith will apply again at the next round.
The town was approved for a $3,000 Claiborne Electric Roundup Trust Grant.
The new gutter system has been completed at the Marion Council on Aging building. Sheriff Dusty Gates paid half the cost on this project.
The council, mayor, and guests discussed enforcing ordinances that are in place for maintenance of property. A committee will be formed to review the ordinances in place and making recommendations on needed changes.
A CenterPoint Easy Match Grant has been applied for. The grant will be for the Police Department.
The Council was advised that Stacy Caldwell submitted a letter of resignation effective 3/31/23.

On motion by Alderman Andrews, second by Alderman Hoggatt to ratify the hiring of Michael Nolan as a part time police officer as recommended by Chief Ferguson. Motion carried.
Water Superintendent Caldwell advised there have been some street signs vandalized. Mayor Smith suggested the signs be replaced.

The Town of Marion’s Board of Aldermen met Monday, March 20, 2023 at 7:00 p.m. at the Marion Fire Station for their regular business meeting. Members present included: Mayor Danny A. Smith, Aldermen Mark Andrews, Bubba Hoggatt, Channing Washington, Erik Redd and Alderwoman Rhonda Davis. Guests included Clerk Johnnie Baker, Assistant Clerk Cheryl Geoghagan, Chief of Police Montral Ferguson, and Water Superintendent Jimmy Caldwell. Assistant Water Superintendent Stacy Caldwell was absent. Mayor Smith called the meeting to order and Alderwoman Davis gave the invocation. The Cleanest City Contest was on Tuesday, March 14, 2023, and Marion won district. State competition will be in late April.
Marion has received five trash receptacles from a Keep LA Beautiful Grant.

Marion Love the Boot Cleanup & Beautification Day is Saturday, April 22, 2023.
Marion has applied for an $8,000.00 Keep LA Beautiful Grant. The grant will be used to start a recycling program.
Marion has submitted a Claiborne Electric Roundup Trust application for improvements to our Council on Aging/Triad building.

On motion by Alderwoman Davis, second by Alderman Andrews to adopt the Municipal Water Pollution Prevention (MWPP) Resolution 2023-1. Motion carried.
On motion by Alderman Hoggatt, second by Alderman Washington to amend the current town curfew with penalties. Motion carried. Sunday through Thursday 10:00 PM – 5:00 AM and Friday through Saturday 11:00 PM – 5:00 AM.
Chief Ferguson discussed the Police Department budget with Mayor Smith and the Council.
Assistant Clerk Geoghagan took notes for street light outages and missing or damaged signs. She will report these to Claiborne Electric and the LA DOTD respectively.
Alderman Washington gave a report from the Ward 2 Recreation District Committee. They are now offering a fitness class on Mondays and Wednesdays and also are starting some new activities such as a Cornhole game.
On motion by Alderwoman Davis, second by Alderman Redd to hire Chandler Smith for a part time patrol officer as recommended by Chief Ferguson. Motion carried.
Chief Ferguson is working with Claudia Wade on securing a $75,000 - $150,000 grant for three camera trailers.
Chief Caldwell advised the fire department will be doing pump and hose testing in 2023.
Water Superintendent Caldwell advised all departments are doing well other than some problems with the garbage truck.. Also, the Water Department is working towards replacing the water filters at the well on Highway 33.

Mayor Smith gave updates on the Family Dollar/Dollar Tree, Garbage Truck Search, Water Tank Rehab Project, Marion Community Health Resource Fair, and the employment status of Stacy Caldwell.
On motion by Alderman Hoggatt, second by Alderman Redd to deem the Dodge Charger Unit as surplus property and at the recommendation of Chief Ferguson to donate the unit to the Ward 3 Deputy Constable for an “in kind” donation. Motion carried.
Street Light Outages were reported and Assistant Clerk Geoghagan will report the outages to Claiborne Electric.
Mayor Smith advised he applied for a Claiborne Electric Round Up Trust Grant for the Marion Council on Aging Building Improvements.
On motion by Alderman Andrews, second by Alderman Hoggatt to continue the contract with Skyway Towers which is currently in place. Motion carried.
On motion by Alderman Redd, second by Alderman Washington to accept the Audit Engagements Letter from Maxwell CPA for the 2022 Financial Audit. Motion carried.
On motion by Alderman Hoggatt, second by Alderman Andrews to approve the Audit Questionnaire for 2022. Motion carried.
On motion by Alderman Washington, second by Alderwoman Davis to increase the requirement amount for a purchase order from $500 or greater to $1,000.00 or greater. Motion carried.
Chief Ferguson reported the Marion Police Department received $4,100 from a Claiborne Electric Round Up
Trust Grant. These funds will purchase five bullet proof vests.
Water Superintendent Caldwell advised that Tuesday, January 21, 2023 there will be Fireman’s Conference hosted by Sadie/Tiger Bend at the Marion Fire Station.
Water Superintendent Caldwell advised that new tires were bought for the town garbage truck.
Mayor Smith advised the town had been approved for approximately $5,000 from a Keep LA Beautiful Grant. The funds will pay for trash receptacles to be placed at the Main Street Park and Marion Sports Complex.
Mayor Smith advised he will be looking into starting a recycling program and he will apply for a Keep LA Beautiful Grant.
Mayor Smith stated the Mayhaw Festival will be May 13th, 2023 and the Timberfest will be December 2nd, 2023.
Alderman Washington gave a report from the Marion Recreation Committee. The recreation committee is partnering with Richard Hinkle to utilize the Marion gymnasium for youth recreational activities.

Mayor Smith reported that he has asked the DOTD to schedule David Wade Correctional Trustees to clean up trash on all state highways coming into Marion. The council discussed getting DOTD to clean up some ditches that are creating drainage problems and hazardous driving conditions from the run off when there are heavy rains.
Mayor Smith announced the DART meetings are the 3RDWednesday of each month at the fire staion @ 11:00 AM. He encouraged everyone to attend.
Mayor Smith announced there will be a health fair on Saturday, February 11th @ the Marion Community Center from 10:00 AM till 2:00 PM.

On motion by Alderwoman Davis, second by Alderman Andrews to ratify Chief Ferguson’s request to commission Lum Farr as Deputy Marshal. This will be a non-paying positon. Motion carried.
On motion by Alderman Andrews, second by Alderman Washington to appoint Johnnie Baker as Town Clerk and Tax Collector, Jimmy Caldwell as Public Works Director, and Joseph Cusimano as Town Attorney. Motion carried.
Bubba Hoggatt was elected as Mayor Pro Tem by acclamation.
On motion by Alderman Hoggatt, second by Alderwoman Davis to award Southern Coatings, LLC the contract to repair and repaint the elevated water tank subject to concurrence by the Office of Community Development and to authorize Mayor Danny A. Smith to sign documents associated with the project. Motion carried.
On motion by Alderman Hoggatt, second by Alderwoman Davis to table the renewal of the Concord Water System/Marion Water System Agreement. Motion carried. This item will be voted on very soon at a special council meeting.
Chief Ferguson gave a report on the Police Department and shared his aspirations are for the Town of Marion Police Department.
